Доктор экономических наук в Высшей Школе Экономики, Кандидат Наук по Международной Экономике (Финансовая Академия при Правительстве Российской Федерации), Кандидат Наук по Менеджменту, Магистр по Международной Политике (Сорбонна), Магистр по Международному Праву (Маастрихт).

In 1998 he created "Emas" company, which sold nearly one hundred investment projects. Dr.Fisher is implementing practical investment projects between European countries and the growing mega,arkets of China, India and Russia. He participated in the improvement work of the statistical system of the Russian Federation in order to optimize the information base for policy makers and investors (TACIS program of the European Commission). He has published several books: "Foreign direct investment in Russia: A Strategy for industrial recovery", "Attracting foreign direct investment in Russia: 5 Steps to Success", "Eurasian Emerging Megamarkets: India, China, Russia. Strategy of corporote improvement and global leadership".
